Tracking Illegal Aliens

Problem
Our Government has trouble tracking Illegal Aliens

Co-Problem
Mad Cow Epidemic
During this health scare, the Government was able to track
* a single cow
* born in Canada
* over 2 years before
* then to the very stall in Washington state
* where the cow gave birth to 2 calves

Solution
Give each Illegal Alien a cow
This would solve
* the tracking problem
* the problem of Illegal Aliens in the County Hospitals
* the need to feed Illegal Alien spongers
* the problem of a decreased number of real Cowboys

Another Problem
* Finding cows that will eat beans and tortillas
* Getting the cows back from Mexico
